- HOPE not HANDCUFFS (Hudson Valley)Hope Not Handcuffs (833-428-HOPE) is an initiative aimed at bringing law enforcement and community organizations together in an effort to find viable treatment options for individuals seeking help to reduce dependency on drugs and alcohol. Many law enforcement agencies in Hudson Valley's Orange, Rockland, Dutchess and Putnam counties participate in this program.
