Homelessness

Guide to public resources in Orange County, NY

Locations: • Newburgh: 3 Washington Center. Contact the HRC Supervisor for Catholic Charities at (845)-862-5150. • Middletown: 18 Seward Ave. Call (845)-360-0294 or (845)-360-0237. • If there's a high call volume, you may be given all three numbers for the call center. • Their office hours are between 9:00 AM and 5:00 PM. After hours calls should go to 311.

Catholic Charities of Orange, Sullivan, and Ulster strives to provide a helping hand to individuals and families struggling with homelessness, eviction, hunger, and other issues of marginalization and destitution. Each year, our anti-poverty programs assist thousands of individuals and families in need of care, hope, and help.

The Housing Resource Center is a collaborative effort of the Orange County Department of Social Services and Catholic Charities of Orange, Sullivan, and Ulster.

Mental Health

Adult Protective Services by  Orange County Department of Social Services

Orange County Department of Social Services offers their Adult Protective Services which provide services to impaired adults. This program works with agencies dealing with aging, medical and mental health, legal issues, and law enforcement.
This FREE program provides:
- Investigation and assessment
- Counseling (individual and family)
- Advocacy and case management services (medical and mental health assessment, applying for benefits, coordinated delivery services)
- Finding alternative living arrangements, including providing emergency room and board for up to 30 days
- Financial management services
- Crisis interventions
- Long-term legal interventions

Hunger Relief

Summer Food Service Program (SFSP)

Summer should be a stress-free time full of food, friends and fun. Free summer meals can help. During the summer months, children 18 and under can receive free, nutritious meals at Summer Food Service Program meal sites. Many sites also offer fun activities, so kids and teens can stay active and spend time with friends while enjoying healthy meals. Meals and snacks are also available to persons with disabilities, over age 18, who participate in school programs for people who are mentally or physically disabled.

Fearless! Hudson Valley, Inc. offers emergency shelter to individuals and families affected by domestic violence, teen dating violence, and human trafficking, regardless of race, sexual orientation.

Warming Stations

Newburgh Ministry (Hope Safe Haven) 13 Bridge St, Newburgh, NY 12550  845-563-0713

Doors close at 9:30 PM – 6:00 AM. May enter later with Police escort, or discharge from hospital, must call ahead for vacancies (Clients may stay during the day should they choose) Breakfast and dinner are served. Contact: Mr. Luis Gonzalez (case aide) Office phone: 845-784- 4462

Middletown Warming Station 8-10 Mulberry St, Middletown, NY 10940 845-281-9519

Scheduled to open on The Warming Station will open Sunday, November 24 at 9 PM. The last night of the season is April 3, 2025. Doors open 9:00 PM to 9:30 PM. Doors locked 9:30 PM. First come, first served. Up to 30 guests, men and women only (age 18 + up). No children. After 9:30 PM guests can go to Police, and they will bring them. Dinner served between 9-10 PM. When guests come in, they are served. Lights Out at 10 PM. Guests must leave by 9 AM. For November- December we will remain open on Saturdays until 10:30 AM and on Sundays until 12:30 PM. Contact during OPEN time- 8PM to 9:00 AM when someone is there is a Staff member at 845-281-9519.

Doors Open from 8 - 10:00 PM; Guests must leave at 7:00 AM. May enter with PJ Police Dept escort, after 10 PM until 6:00 AM. Can accommodate 15-18 guests. Serves hot dinner; has shower and some donated clothing.

Urgent Care Centers for Mental Health and Substance Use

Three mental health and substance use urgent care centers have opened. These walk-in clinics are open to adults and children.
